The Partners

The Exe Estuary Management Partnership brings together the organisations who have a responsibility for managing the Estuary to form a coordinated approach.  The partnership is funded by:

Devon County Council
East Devon District Council
Teignbridge District Council
Exmouth Town Council
Dawlish Town Council
Natural England
and the Royal Society for the Protection of Birds

Although not funders of the partnership Exeter City Council, Devon Sea Fisheries and the Environment Agency are all invited to attend due to their relevance on the Estuary.

The work of the Partnership is guided by the Exe Estuary Management Plan 2006 - 2011 which covers all of the key issues faced by the Estuary and makes objectives to improve areas of concern.

The Management Plan is based on a scientific report of the Estuary that was carried out in 2006 called The State of the Exe.

The objectives of the partnership are delivered through the Exe Estuary Officer who uses the Management Plan to create yearly Action Plans to guide her work.

The Partnership guides the work of the Estuary Officer through their 6 monthly Management Partnership meetings where all of the funding partners are represented by an Officer and the Local Authorities are also represented by an elected Councillor.  The group is chaired by Devon County Council's Executive Member for the Environment; Councillor Margaret Rogers.

The officers also meet regularly at the Officers Working Group where items are discussed and refined prior to the Management Partnership meetings.

Neil DownesForum Chair - Neil Downes

I have lived for most of my life beside the Exe Estuary enjoying the facilities it offered both on the water and on the land. In 1989 I was fortunate to become the Chief Fishery Officer of Devon Sea Fisheries Committee and the fisheries, shellfisheries and marine environmental issues within the Exe Estuary came within the organisations responsibilities. I retired from this post in March 2007 and live at Lympstone. I am Chairman of the Lympstone Fishery and Harbour Association where I am actively involved with the issues in concerning leisure boating and harbour management.

During the time I was with Devon Sea Fisheries I attended many meetings concerning the management of the Exe Estuary, the first of which was the meeting in 1993/94 when Posford Duviver submitted the first Exe Estuary Management Plan.  This document attempted to identify the many and varied interests that took place in and around the estuary. Although contentious at the time, it did form a basis for a network of topic groups to be created who sought to ensure that errors were corrected and their interests represented. I attended many Joint Management Committees who endeavoured to address these issues as well as maintain the necessary funding to keep an Estuary Officer in post. This has been an essential post to in order that the Estuary Management Plan can be amended in the light of the new environmental legislation. The Estuary being a European Site, a Ramsar Site and SSSI is a sensitive area where the interests of those who live in the vicinity have to be dovetailed with the interests of nature.

Lyn TroutForum Vice Chair

Lynn Trout is the wife of Michael and mother of Mark Trout and one of the Directors or W Trout & Son Ltd, Topsham.  Mark is the 5th generation of Trout’s to run the boat yard at Topsham and its continued prosperity is dependant upon the good management of the Estuary.  Lynn and the family have spent many summers on the water and continue to do so with her grandchildren.  “We live, work and play on the estuary”.

Lynn has been involved with the Exe Estuary Management for many years, some of them as Chair of the Commerce Focus group.  She believes the continued health of the communities around the estuary is tied to the good management and husbandry of the estuary for people, the wildlife and the environment.

Councillor Margaret RogersDevon County Council – Councillor Margaret Rogers

I was elected as a Councillor to Devon County Council 1985 – 1989 (originally for the electoral division of Seaton Rural and later for Seaton Coastal) and then 1993 to present date and I am the Executive Member for the Environment.  I am also a member of East Devon District Council.

I have two children and a grandson and have been a permanent resident of Branscombe since 1978.
I chaired the Exe Estuary Joint Advisory Committee from 1995 to 2001.  I serve on the Devon Sea Fisheries Committee as Vice Chair and Chair the East Devon AONB and the Jurassic Coast Trust Board.  I am very interested in the future of the Estuary and I am concerned to emphasise the interrelationship and interdependence between the terrestrial, estuarine and marine environments.

Councillor Bob Peachey is an East Devon District Councillor & has been the Clyst Valley Ward Member for the past eight years, he is also Chairman of Clyst St. George Parish Council.

Councillor Mike HainesTeignbridge District Council – Councillor Mike Haines

Councillor Mike Haines has been a Teignbridge District Councillor since 1987, and is a former Chairman of the Council. He is currently Portfolio Holder for Strategic Planning, and has Chaired the Teign Estuary Partnership since 2003. He is Deputy Chair of the Local Government Association's Environment Board.

I am 55 years of age, I have been married for 33 years to my wife Linda, I have two daughters and have run a successful Limited Company for 25 years locally from which I have recently retired. Naturally we live in Exmouth and wish to see the most beneficial use of the Exe Estuary.

Natural EnglandMelanie Parker

Natural England is the Government’s advisor on nature conservation. It manages nature reserves, helps others to manage protected wildlife sites, and strives for a countryside richer in nature. Mel is the Conservation Officer for the Exe Estuary. Her role within the Partnership is to advise on how to protect and enhance the wildlife for which the Exe is internationally renound. Although recently starting her role at Natural England Mel is very familiar with the Exe and the partnership as she used to work as the Assistant Estuary Officer alongside Natasha Barker.

Environment Agency – David Brogden

Dave Brogden is the Environment Management Team Leader for East Devon, which includes the Exe Estuary. He has almost 10 years experience in this role and leads a dedicated and well experienced team of Officers. He is responsible for the protection and enhancement of the estuary where possible. This is achieved through a combination of regulating permitted activities (industrial processes, discharges, abstractions and waste disposal) and enforcement through appropriate environmental legislation (waste, water or fisheries). We also undertake proactive campaigns to help and advise individuals of their responsibilities.

Tim RobbinsDevon Sea Fisheries – Tim Robbins

As Deputy Chief Fishery Officer of Devon Sea Fisheries Committee, Tim is responsible for sea fisheries management of Devon’s estuaries and coastal waters. This includes a great interest in shellfish management, for both cultivated and natural stock. The Sea Fisheries Committee is also responsible for the sound management of the marine environment, working with Natural England and other wildlife organisations for the benefit of the fisheries resource. As someone who has worked in the area for many years Tim has a keen interest in all aspects of the management of the River Exe and the effects on those who live and work around the estuary.

Exeter City Council – Ian Cowe

Ian is Leisure Manager for Exeter City Council and deals with a number of recreational services, including the harbour authority's functions on the Exe Estuary, the Exeter Ship Canal and the River Exe within the city. He has been involved in these since 1985 and so has seen the whole process of determining the 'Future Management of the Exe Estuary' since the harbour authority review began when Exmouth Docks closed to commercial shipping in 1989.
